Speedometer Issues....

I got a 94 GT that was bone stock and speedometer is always off.Sometimes 5mph slow sometimes 10 mph slow.Sometimes when you get on it speedo slowly goes up.I have replaced the speedometer sensor and its still the same.Is it possible the speedometer itself is bad??

It's possible. It is a direct wire, so it can only be the wire, the sensor, or the gauge. Unlikely the wire.
