stall/surge/sometimes high idle PROBLEMS

when i start my car cold/hot if i put it in drive right away it wants to stall or it will sputter and then take off fast.if i give it some gas it wont sputter..
or sometimes it will stay at a high idle when im driving and i let off the gas..like 15 1700 rpms..but when the tranny kicks down or i slow down to a stop the idle is normal.i cleaned the tb like crazy..
i did a tune up and timing scanned codes checked vacuum,new pcv and hose.
i hear alot of idle air control im thinking it may be that????????
i also have a kinda rough idle,not a miss rough,,little sloppy..

yeah i guess i could take that idle air freak off and ream her out.knock the poop out of er .those are good steps BUT....
I HEARD THAT ON 94-95 yoou dont need to check the tps voltage cause when you shut the car it always resets itself at closed throttle,or something like that.. i seen a post where someone said it and it was verified .it dont make sense to me for some reaosn???any idea?
