Starting problems

I have a 89 with a complete new motor, ignition system except for the Distributor, but have a new MSD cap and rotor. I also have the MSD6AL and TFI coil. When I go to start the motor it turns really slow so I bought a hi-torque started (220 ft/lbs) and still have the same problem. The motor is all new and is stroked out to a 331. I also have the Holley system max kit on it. Which I know the valve springs are larger so the starter needs more power to turn the motor. I guess my question is doe the distributor need to see a certain RPM before it tells the coil to fire?? Also what amount of torque is needed to turn the engine by hand with the belt off?? Any help on this would be great I tired of chasing my tail.
