starting troubles

My mustang is currently undergoing being completely rebuilt...and my little 289 2v runs and idles fine but it wont start unless i have someone hold down the butterfly on the carb until it fires up, once it fires it runs fine though. whats the issue here? I'm a Fuel Injected Baby (18 years old) and dont know alot about carbs

If is the stock 2V carb it will probably have the automatic type choke with the metered leak through the stove pipe to the exhaust manifold. Are there any parts that appear to be missing? Is the vacuum advance to the distributor hooked to the port under the passenger side of the carb?

Manual choke has a cable, electric choke has a wires.

Is there more than 1 cable (throttle) to the carb? Or is there electrical wires?
