it's a spacer and a washer. iirc, it goes spacer, quadrant, then washer. if you look at the factory quadrant, the hole that slides on the rod has a piece that sticks out making it wider in that area. if you don't put the spacer on, the quadrant will be able to slide around. i'll see if i can find a pic to better illustrate what i'm talking about.

you can kinda of see how it's installed here:

here's a better pic of the stock piece installed notice how the hole on the quadrant over the shaft sticks out causing the quadrant to stand off from the bracket:

??

put the spacer on first, then the clutch quadrant, and then the washer last, next to the pin

muahaha you're going to have TONS of fun! it's not hard, but it's one of the biggest PITA jobs. i've never been more mad at a mustang than i am when i have to install one of those F'ers. word of advice, take out the seat and (if you have one) the floormat. you'll have to press the clutch pedal to the floor to get the rear "ear" of the quadrant on the second post, you might have to pull the carpet back right behind the clutch pedal also, to get the pedal to go as far back as it will go.
