Steering Column Chatter

I have a 2007 GT and it recently developed a very odd condition when making a slight right turn. This only occurs when turning the wheel to the right and making a 15 degree turn. A chatter can be heard and felt through the steering column. It's almost like a pulsating, not a vibration like if a tire is out of balance.

I'm thinking it might have something to do with Traction Control but I have never heard anything like this before. Although i seriously doubt its related I wanted to point out I am missing a TPMS on my drivers front wheel.

Any suggestions?

Its been snowing here since I posted. I'll try Traction off when the roads clear.
