Strange idle problem

Here is the problem I've been having ever since I took off my lower intake manifold and then reinstalled it (it was leaking oil before): whenever I am coming to a stop, and put the car in neutral, it remains idling high (like 1500-1800 rpms) until I come to a complete stop. If I put the car in neutral to coast, the rpms remain high and won't come down until I either stop or put the car back in gear. Also, when I rev the motor in neutral it also very slowly idles down. Any ideas to what's causing this? I've heard some people say the throttle cable might be hanging up or that there might be a vacuum leak. Any of these sound plausible? Troubleshoot the throttle cable by disconnecting it and then revving the engine. When you open the throttle, you should feel the resistance of the throttle spring. When you feel the spring, let go and let the throttle snap shut. The revs should drop off quickly. You can also do this with the engine off and the air duct disconnected to watch the throttle butterfly move.
