Whenever I got WOT I hear a whining noise coming from the engine, what could that be?

I thought about popping the hood but I figured it would be easier to ask teh interwebs for guidance.

I have a loud whistling sound coming from my engine. I messed around with vacuum hoses and such....and I thought I got it, but an hour or so later it was back. Sounds like a bomb being dropped. Damned if I could figure it out. Any ideas???

So I took a look under the hood with the wife revved it and it definitely sounds like it is coming from this shoebox looking thing sitting on top of the engine?

Tell you what... Unbolt the shoebox looking thingy, and fedex it to me (I'll pay for shipping). If that doesn't stop the whining, you might need a wife repair.
