Most times when I turn the key on my wipers will cycle a few times.
Wiper switch if off, but they still work like normal when I turn them on.

Any ideas?

I give up. What model year Mustang are we dealing with?

But as a quick starting point I would say that either:
  • the run/park relay isn't working
  • the park sense switch in the wiper motor isn't making a good connection.
  • The GEM is getting a bad signal from the column control.
