Strut towers making horrible noises

Last year I lowered the car with Eibach Sportlines and kept the stock struts. Over time the strut tower started making more and more noise going over the smallest bumps. I just recently installed Tokico HP's and the noise it still there. Do i need a replacement bushing kit? Im baffled by this. Oh, im also using UPR C/C plates. Help me solve this noise, im stuck!
