Stubborn Turn Signal problem...almost caused fire

After recently replacing the wiring that goes from the steering wheel/turn signal/flashers to the connection under the dash, my turn signals work fine. The reason I had to replace it was because the plastic got all broken up after multiple steering wheel problems. So I'm driving through the parking lot leaving a movie and the power to the whole car starts flashing when I turn the wheel. Then I take off the horn button to reveal the horn wires (not hooked up) were touching and turned orange and smoked.
Today I looked at the wiring and it seems one wire (blue) 'melted' against any thing near it. So I patched it up, but still no turn signals. The flashers work now, and the horns were never supposed to work, so I cut out all of that mess and everything seems to work except the turn signals...what do you think of this madness? how can I fix it?

If there's a fuse for the turn siginals ,check that.
