If you want good ones and are on a budget try the Latemodelrestoration.com ones. They are $49 bucks right now and 100x better than Blue Ovals. Unless you did a Cobra crossmember then you want the HPM ones form latemodel for $79.

I would say no. In order to feel a difference and improve the handling of your car, you should buy full length connectors.
