Surface rust removal?

I'm working on my recently aquired 93 gt project.

Its a sunroof car, so as expected there is a bit of surface rust on the passenger back floorboard. Its nothing cancerous and I can easily get to good metal with just a screwdriver...

I just want to know how to prep it so that it never returns.

Suggestions?

Depending on how deep it is surface rust can easily be takin off metal using just aluminum foil. Try that.
