Higher than normal oil consumption on an engine that has not fully seated the rings is not unusual. Break in using a break in oil takes 500-750 miles.
Checking the valve stem seals:
The only check that I know of is to put air in the cylinder under test, remove the locks, the upper spring washer and the springs and visually inspect the seals. This is not an easy job if you haven't done it before.
