You need to give him the arms themsleves as no matter how hard you try you will get the measurements he wants you will be wrong....buy some new ones or find someone with old ones laying around.

That would be the best. I always like to have an original part in hand when I fabricate something custom. I recently made a special one of aluminum removable clutch quadrant for my fastback and I had a 90 pedal assembly on the bench to take measurements from to get an idea of what Ford engineers were aiming for so I could mimic the travel and other critical measurements in my own design....it helped quite a bit having the late model assembly in hand because I kept going back to it time and time again and someone sending me some cursory measurements would have never sufficed.

I agree with sending him originals its the best way to get the exact measurements, also a jig can be made to fit that original piece and have the correct measures before making your own custom one.

Uh, is this friend of a friend gonna do 'em for free??? The reason I ask, if you're gonna send (ship?) him some original arms, and then pay him to fab some new ones and ship 'em back to you, you might well be into it for several hundred... and then you only have some arms that essentially mimic the originals. There are plenty of other well engineered options out there for at reasonable prices (a couple hundred more than what you might have in your fab'd ones) that include major geometry improvements, specifically designed and engineered for vintage Mustangs. My thought is that sometimes, just sometimes, if you can't do the fabrication/modification yourself, the prices of lots of manufacturers' well engineered "bolt-on" parts are actually well worth their price when all is said and done. Just a thought.
