Well, NYS has been slowly introducing their new inspection system....the test will include a computer that is a direct connection between the cars ecu and the NYS DMV data base....it will run through to test if ANY of the emmisions control devices have been tampered with and since the test is conducted by the PC the inspector can not even fake it, the car will fail automatically. And to top it off the car becomes unregisterable if it fails. Thankfully this test only effects OBDII cars so that means 96+....this confirms for me that God drives a 95 Cobra R, and its modded and wouldnt pass inspection

I'm guessing though that OBD1 cars still have to do a dyno emissions test? thats the way it is here...actually here if you have obd2, you can still pass as long as no codes are thrown...technically they should still do a visual, but thats not always the case

there is no dyno emmisions test in NYS thankfully....ive got a buddy who just gives me a sticker anyways but if our cars were effected by this new law then that wouldnt be possible anymore....

Do they allow you to do a quick tune while dynoing for emissions?

We already have the OBD2 computer testing in Oregon... and I wish they had 5.0L Mustangs in 1996 with OBD2 . It's much easier to fool the computer into being happy than it is to make my lopey SOB squeak through the actual sniffer test.

98-01 Explorers were available with 5.0L and OBDII. It's a direct swap into a Mustang (exept Explorer oil pan) as long as you use an AODE. They have DIS, too. Downside: TwEECer isn't compatible with the Explorer computer.

As long as you can pass the visual test. It's not legal to swap an Explorer 5.0 into a 1996 Mustang. If I thought I could swing it, I would love to pick up a '98 GT or V6 (GT would be easier to pass the BS test ) in chrome yellow, and swap in a 427W with OBDII. I could fake my way through the computer test. I wouldn't use the Explorer EEC anyway, so the TwEECer would still work. I'd use the one that comes with a '98 GT.

I'm sure california already has this system and probably worse... i need to just register it in idaho where my uncle lives, it would make life much easier, and cheaper

That '98GT computer's for a 4.6, it won't work for a 5.0 or 5.8 - based motor without serious reworking of the wiring harness. Only a couple of the sensors plug in, most don't even use the same number of wires. Firing order, injector timing, injector wiring, all different. I have the computer and wiring harness for a '01 Explorer motor (5.0, EEC V, DIS) in the shop. One of my waaay-back burner projects is to get that '01 5.0 motor (currently in my '95GT vert with a distributor and EEC IV) back to DIS under EEC IV by adapting the EEC V harness to the EEC IV computer. Why, you ask? Me, too.

Me either The state is to cheap and to poor to set up emissions testing for every inspection place.

We just got emissions testing here in PA and luckily there is a 5K mile/yr exemption, and its just a visual and gas cap test... so luckily I don't have to worry about passing the sniffer or I'd be screwed!

Well, they don't even do emission tests here in Louisiana. I guess sometimes it IS good to be behind the times. I knew there was a reason I love New Orleans.
