Do you guys think I can find a nice 69-70 fastback/Mach 1 with a 302 or 351 in the 15,000 dollar area. I want something that is allready restored. Has anyone seen any around for sale in the PA, NJ, DE region? I want something I can have fun with till i get around to finishing my project car.

don't buy anything sight unseen and don't use the inspection services advertised on these websites. If you see a car you like, go to www.yellowpages.com and look for a mechanic in the same area as your car. The inspection services will ask up to $300. Mechanics will do it for around $65.

Sure.

Be advised that any 69-70 Mach with a 302 has the wrong engine in it.

Buy a car that has been out of state instead of the rust belt.

Too be fair he did say fastback/Mach before he said 302 or 351, so I assumed the correlation was meant as the same.

A more accurate correction if necessary would be that they didn't make fastbacks in 69', they were now called sportsroofs.

To answer your question, yes you can but use caution. This is in what I call the "magic price range" not so high that one expects perfection, but just enough that one assumes certain things that may not be. In other words make sure that car they are asking 15k for is indeed a 15k car, not a shiny looking 9k car that has issues not noticed at a glance.
