Roush This looks wrong, need help

Hey guys Im thinking this is not correct the linkage is sitting on the hose that connects the two fuel rails? should it be under the hose? right now im thinking the bypass is always partially open? can anyone explain how this should be and excatly what it does ?



my#s were lower than I had expected could this be a cause? it sure looks like there is a tab under the hose that it should be sitting on???rrrttttr

HELP!

Oh in case it matters it's the saleen seriesII
