Tilt Steering Column Help

I recently bought a tilt column for my 1989. It came from a 1989 supposedly, and was complete from steering wheel to rag joint. When I started to swap over my good steering wheel etc I noticed that the overall length of the shaft is about 2 1/2" longer as seen in the picture. Anyone have any ideas? Was this from a car with a manual rack maybe?

The shaft collapses . It’s hard sometimes to get it to go but it will

The bottom shaft where your tape measure is is designed to be collapsible in case of an accident. Put the top half in a vice (but don't crush the tube), look a sturdy wire through the hole at the bottom and give it a few solid tugs to get it to come out. Adjust it to the same lenght and then install.

Turns out Mustang5L5 was right, took a lot of "persuading" but I got the column to the correct length and installed!
