Timing for a 1989 302 .30 over

Any chance the balancer slipped or is incorrect? As you try to advance it, the idle should increase a little.

Post up what was done since the car was able to be timed.

Stock is 10 degrees btdc. If you can't even get it to that then either the distributer is off a tooth, the camshaft was installed incorrectly or timing chain has stretched or jumped a tooth, or the balancer/timing marks are wrong.
Or all of the above. I'd bet on the camshaft being in there wrong.

Just checking, are you pulling the spout connector out before checking the timing?
