Timing issue, initial versus total timing

How do I set the timing on my car? '68 302, 268h cam, holley heads, performer 289 manifold, edelbrock carb, stock distributor, single points and vacuum advance.
First I set timing at 12° at idle, vaccuum removed. Then I tried 12° at 1500 RPM which is quit a bit different, but slightly less throttle response
What would be the right total timing as opposed to initial timing?
At what RPM should I set it at what degree?

try total at ~36 degrees, 12 degress inital sounds ok

At what RPM should it be 36°total ? And would that be with or without the vacuum attached?

Per the shop manual for a '67 the intial timing is 12 with vacuum plugged. Timing at 2000 RPM should be 12-15 with vacuum plugged. Adjust here is replacemnent of springs. With vacuum applied at 2000 RPM, timing should be 34 to 37. I set mine for 36 by adjusting the 3/32" allen screw inside the vacuum advance nipple. 36 degrees is 2" from TDC on a 289/302. You can also get a timing tape from an auto parts store.
