trying to fix a horn probem in a 67

having horn issues. first question. If you measure the resistance of a horn should the reading be no resistance (short to ground), some resistance, or an open? No resistance seems to be a short to ground and an open is a broken wire so some resistance would be the answer. But how much? I measured between the tab and the frame. 1967 dual horns.

I believe you would show some resistance but I don't know how much.
