The only C.A.R.B. approved foxbody turbo kits were Spearco (DDMI) followed by Incon. Neither company (DDMI & Incon) are around so you'd be limited to a used kit from either company.
I had found that Icon was but like you said long gone and I don't think you can even rebuild their turbos any more? Humm guess I will have to search for a good used kit and someone that wants to swap for an HP kit...what a PITA!
I'm not sure about rebuilding the turbos. I think they are garrett's...and as such should be able to be rebuild.

Those incon kits are hands down INSANE!!! If I came across one, I would but it in a heartbeat. One incon kit, a stock longblock, and hello 500rwhp, and like 600ft/lb torque.
So you think. They are actually not up to par with most of today's single turbo kit's. They are a pain in the ass to assemble, will require you to cut the engine compartment for clearance and will fry plug wires like there going out of style. Heaven forbid you have need to change a spark plug. When you do, you better schedule an afternoon of disassembly to remove components to reach them.
They really have only one thing going for them and that is the C.A.R.B. ID number which they carry.
I could not agree more I am only doing this because of the CARB number, my hp kit fits great is easy to work around and make over 500hp and 590tq at a mere 11psi and on 100oct it is plain stupid
Are those numbers on an untouched factory 93 Cobra longblock?
