Turn Signals Hot At All Times?

I noticed the other day when I was working on my 86GT and accidentally hit the turn signal switch that the turn signals work with the ignition off. Is this normal or is something out of whack? I know the hazards should work this way, but I wouldn't think the turn signals should be hot all the time. Anyone know for sure?

That's what I thought. I had my steering column apart a long time ago when I was doing my auto to manual conversion and I'm wondering if I messed something up when I put it back together.
