Can the Tweecer software be used on a 96 cobra?

yes, i just started using it, i am running the rt version. although there aren't as many people using it, most people use sct or diablo.

The SCT Pro Racer Package is a much better choice...much easier to use than the Tweecer

on a heavily modified car the tweecer can be pretty difficult. my last ride a 95 gt w/357 was a pain to learn and it was a continous thing to tune on. but using the tweecer on a relatively stock w/bolt ons vehicle it would be alot easier to use. but there is still a pretty heavy learning curve.
