UPDATE!
I got a reply from Pershing today telling me to call a guy named Blake. So I gave him a call, and suprisingly enough he was a nice guy who actually has customer service skills. He told me to box it up and put it on my front door step, and he will have it picked up by UPS. He told me the month turn-time was average, but the lack of communication was unacceptable on their part.
I told him I will still leave positive feedback if all goes well with the re-do. I will keep you guys updated when I receive the repainted bumper.
