Just read that you don't have to get emissions done for 4 years in VA on new cars. Can any one confirm or add to this?

Secondly anyone know the emissions rules in VA? Will a CATed Prochamber pass if it passes actual emissions?

I will be moving to VA for atleast a year in 2 years and I think I have to get emissions tested to register a car on base. I would be interested in anything you find out.
