Vacum advance Q

I have got my old stang back. The other owner has only driven it some 20 h.
However, the car is slower than before, especially acceleration. Only mod he made in engine compartment was adding a vacuum driven powerbooster to the brakes.

My question is: does this "steal" vacuum from intake so that vacuum advance on distributor is lacking?
 
Correction: The hose IS connected to the back of the carburetor

OK, then you have confirmed it is connected wrong. The connection on the back of the carburetor is manifold vacuum. Ported vacuum is either on the front, or right side, depending on which carb you have.

And the vacuum booster does not "steal" vacuum, unless the booster is shredded internally there is no flow at all.
