vert fog light removal

putting a cobra front bumper and fog lights on my 94 vert. now, on the passenger side of the car it had this big black #25 weight that goes from the back of the fog light assembly to a brace on the frame rail. i got the weight off, cant figure out what it's for, but i can't get the fog assembly off to put the cobra one on.

anybody else have this problem? anybody tel me how to get this thing off?
 
The weight is only for 'verts to help body roll due to the loss of the roof structure. You can remove it if you like. As for the fog lights, the bracket the GT fog lights is on is different than the Cobra fog lights. You need to have the Cobra-specific brackets to install the lights. In that case, it's three bolts - two on the back and one on the bottom of the bracket. I've been told you'll have to move some of the clip-on nuts to different spots on the bumper reinforcement for the Cobra bracket to bolt up. The plug for the actual bulb is the same (fortunately).
 
Its a 25lb counter weight that was put in to lessen cowl shake. I removed mine and saw no increase in cowl shake. to remove it there are 2 nuts size 15mm
one in front and the other in back near the tire. Remove the front one first so that its easier to manage when the weight falls as 25lb is deceptively heavy
 
i'm trying to get the stock bracket off. it don't have bolts like the drivers side does, it's got 2 studs that go through the bracket. one has a 13mm nut on it, i got that off. the other has what looks to be a washer threaded on it, thats what i can't get off. any help?
