vert top wiring

I have a 1990 vert. Whenever i push/pull the switch to make the top go up/down all i get is this clicking sound. Now i took of the relays in the back and just put a jumper wire to see if the relay was bad and it works for a second but then the fuse blows. If anyone can give me some guidance that would be great. Thank you. Ben

Courtesy of S+2B's and TMoss is this schematic. The wire colors might be different for your year, but the control and power paths should be the same.
