voltage issues

started my car yesterday, and as it sat at idle, all the idiot were flickering. i went to turn on my markers and the car studdered a little bit. I noticed the volt gauge was reading high in comparision to it usually being right above the red warning markings on the gauge. the car continued to buck everytime the brake lights or headlights were tripped. eventually the gauge went to its normal low reading position and the car was ok. could this be a voltage regulator issue? also could this be affecting the overall power and performance of the car? thanks in advance
 
On 86 and later cars, the voltage regulator is inside the alternator.

Make a trip to Autozone or one of the big auto parts stores in your area. They will test your charging system for free while everything is in the car.
