Weird black box by shifter, can anyone identify?

Hey everyone,
While trying to remove my shifter handle, I noticed that there was a black box under the shifter boot that was running under the car. I have not been able to identify where it goes, but I do know that it is feeding off one red wire that goes to the cigarette lighter. I opened the box but it is just a green circuitboard with no distinguishable features, no connectors, and no serial numbers that I could see. I have posted a picture of it here, and I could not find it on the website of the company name on it. Has anyone ever seen anything like this?

That is a Brothers Performance Speed Calibrator. Basically, it corrects the speedo after you change gears.
