before doing that, you may want to register on a local mustang forum and see if anyone can hook you up with an inspection. Just ask for someone to PM you about getting inspected and see if anyone responds. If noone answers, i wouldnt go through the trouble of welding in cats, just slap the stock hpipe on for inspection and afterwards, put the xpipe back on.

You can do what the guy suggested above or you can weld in some hi-flow cats. I know Mac performance makes a set as I had them welded into my prochamber. Magnaflow makes a set as well as I believe Dynomax does. Its not going to be cheap though. I'm telling you that now.

how much am i looking at for a pair or cats? a 100 a piece. I am tired of doing the h-pipe swap, i just want something legal. I got pulled over and the cop def thought my car was loud. I would like to be able to pass emissions and all. I have the stock h on now just to pass emissions... but its too quiet and i need to open up the top end.

The price of the converters will vary. Shop around and see where you can get a set of hi-flow converters for cheapest. As for installation, any muffler shop can do this for you for around 1hr. labor so figure in the cost for 1hr of labor at your local muffler shop. I hear you when you say you want to be street legal. For the same reasons, I put cats on mine.

Try these places:

www.macperformance.com
www.magnaflow.com
www.dynomax.com

I believe they all sell hi-flow converters. I recommend magnaflow over the other two though.
