There is a small amount of power you can get off a 2.3L but it's not really worth the risk of running without one. There is a CAI induction you can build for a 2.3L that adds like 2hp if you want to get your moding feet wet.

Now, as I learned and have observed on inumerable cars, and in so many speed shop catalogs and go-fast mags it would make your head spin- THAT THING STICKING UP FROM THE VALVE COVER IS A BREATHER(breather cap). It does not make the car go faster and has nothing to do with the air-fuel mixture. It allows pressure that develops in the crankcase to escape, and if you've got a nice one, helps your engine bay look cooler.
Is it a regional thing? What you all are talking about we call an air cleaner, the air filter goes in it.

Some breather caps have oil seperators in them, like the old MOPAR style ones that have a nipple for attaching a tube, which can then be attached to a header(in these applications the goal is to cause a suction to improve ring seal).
