What is this? And how Can I delete it without getting a CEL?

This lil bugger is mounted in the pass side fender well. I know it is emissions stuff bunch of vac lines go to it. My 95 never had vacuum lines on it, but all the wires where plugged in so I never had a CEL.

Will leaving this unplugged cause a CEL? If so is there a resistor I can make for all (3?) plugs.
