How about an educated guess? It's a pedal position switch. Either clutch or brake.

Do the brake lights work? Do you have to hold the clutch pedal down to crank? Does the cruse control cancel if the brake pedal is touched?

Don't have a clue what model year of your car.

1999 mustang gt I have brake lights yes I press the clutch in to start no the cruise doesn't work.
