The piece that should cover up these wires under my dash, it’s an 89 LX. TIA!

It’s an ‘89, but is that an OEM 90+ dash or the original 87-89 style dash.
Your missing the lower dash trim but it’s different from 87-89 vs 90-93. You have to match it to the dash you have and from that pic I can’t tell.
87-89 version here
90-93 will have to be purchased used.

Hmm so it appears the dash was swapped with a 90+ one, I still have the non airbag steering wheel however. Will that 90+ lower dash piece still bolt up fine?
yes, but it appears you still have the older 87-89 frame, so you can’t use the metal knee peice.
Really we need some more pics to tell you what you have and what you need. I have a black 90-93 dash in my ‘88, so I’ve done this swap personally.

Yup. 90-93 dash with 87-89 guage cluster pod, steering column trim and the lower accordion style trim. Fuse box is probably tucked behind the dash or tight to the right corner under the dash?
You need the 90-93 style plastic trim. You’ll have to remove that accordion style trim. It won’t fit. Since you are using the 87-89 frame, you won’t be able to run that metal brace.
It should look like this once all assembled.
