If it was a TCI, it would have the part number stamped on it. Thats how my TCI converter is. I think a 3000-3500 converter is going to be a little too much for you. You should look at something more in the 2800rpm range.

Explain this "always revving past 3k to get it going the speed limi" a little more clearly. Perhaps your current converter is simply shot/broken/worn out if you are expereincing abnormal slippage in the tranny causing you to over-rev the car on little hills.
I have a 3k stall in my car and I don't have to rev it over 3k to get it going the speed limit.
