What up with apparent fake 428CJ’s?

Been looking at a 428cj q-code frankencar looking like a 69 with a 70 6 cylinder vin. Anyway a few sites have 69 R codes for well under $30k ... sites like Hemmings and Autotrader have the cheapest at $65k and many over $100k ... other than not contacting me back what’s up with the glut of inexpensive r codes on some sites?

Is he trying to pass it off as a real R code ?
People like to build a car the way they want it and not the way someone else thinks it should be built. If he is trying to pass it off ,that is wrong .
I like to build coupe to fastback conversions ,they are listed a such . This seems to upset people but i dont care ,i am not building it for anyone but me .
It would be like saying ,you should not build a fiberglass Cobra or any custom car.

The car I'm looking a is being advertised as a Frankencar ... there are multiple R-Code listings on listedbuy and trovit that are between $15k and $36k that "look" very clean. But I wonder if they are just email harvesting ads since that's the only way you can contact the buyer.
