Is there any difference between a frpp dual cobra fuel pump and what comes in the 2003/2004 cobra? I figure probably not but wasn't a 100% sure. They look identical.

Well i confirmed it was the same. I got it for 324 shipped not bad.

Did you check with Randy Stinchcomb, here on StangNet, but more prominent on ModularDepot at MD - Ford Parts Forum ? He runs the forum there on Modular Depot and works the parts dept at Liberty Ford. He gives us Mustang Junkies solid deals for Ford parts.
