Whys my timing locked out to 20?!?

I was just datalogging with calcon and realized my spark advance was at 20 and stayed there. at idle, cruise, under load, wot, all the time. No wonder why it felt like it lost 1/4 it's power and I'm getting crappy gas mileage. I looked back at the datalogs and it started a few days ago. I had disconnected my tps a few days ago also, I was having a dieing problem when I hit a bump or just when starting it would fire up then it would die or just like crap. When I disconnected the tps and turned up the idle a little it runs better than it EVER has.

Now it idles like stock and I couldn't make it surge if I tried to make it. and now I have consistent tunes, they used to change if that made sense, one time at idle it would be 14ish afr another time it would be 16ish, same with cruising and WOT. I'm extremely happy now since it never was like this before but I want to fix this timing issue, I assume I need a tps? I don't have an ascillope so should I just test it with a voltmeter? why would disconnecting the tps make it run like a dream now but also lock out the timing to 20? if that is the issue anyway. I tried advancing the timing via tweecer and it stayed locked out.
