It cannot be removed they are made that way!

they dont come off there part of the window

they are loose on the body are they made that way also im trying to repair some scratches and need to paint any suggestions

Id check on the back side of the window to see if some of the nuts came off that hold the window on, or maybe they are loose.

The sealant behind the moulding can shrink with age. Remove the windows and reseal them, or just try to snug up the bolts a little (not too much though).
