Window wont go up all the way

the motor is probably worn and the result is a bunch of resistance in it. give it more juice and it overcomes the resistance enough to go up.
it could be the track, etc binding, and the additional alternator output from revving overcomes it, but i would think that is more likely. i would spend 10 mins and take the inner door panel off and check it out.

You may have the old "chopped up bushings" syndrome.
If this is it, and you know how to take the motor out, it is a $10 fix!
