If its surging you should check other things first.

Check the firing Order,

13726548 for a stock 5.0

^ Front of car

5 1
6 2
7 3
8 4

On the distributor The number one goes... (YOU GUESSED IT!!) Number one cylinder. From ther go counter Clockwise and wire it up with the firing order 1,3,7,2,6,5,4,8.

Fiddle with the timing a bit and get it to run.

From there you can assume its a worse problem.

I only speak from experience that problems that include a major surging at idle and popping., Has to due with firing order and Timing.

Make sure the number one cylinder is at TDC for the Power Stroke. NOT TDC Intake. Otherwise you will be off by a good 90-180 degrees which will also make it surge like crazy.

As for the mass air meter, Im not sure about the compatibility with OBD-II components and our OBD-I Fox Bodies. I use a PRO-Flow 24# mass air meter with my A9L.

Also check for Fuel pressure, and resistance in the injectors. I believe the stock resistance should be between 14.5-15 Ohms of resistance, If Im wrong please correct me I don't have a Service manual on hand.
