I was surprised too. I know that you have to explain the meaning of the plate to DMV.

- The owner's name is probably something close to '****ty' like 'Shetty'; probably justified it like that.

- CA is actually pretty strict in some ways. The online service allowed us to choose (and pay) for a plate that said "EM1LY" with 1 replacing the I. Then DMV sent us a refund and said they had to cancel it because it looked too much like "EMILY". We were surprised.
