My daughter drives this car on a daily basis. When It rains, the engine wants to push the car forward. I believe it may be the Throttle Positioning Sensor. Am I correct or are there any other ideas out there?

In order to help you we need a better description; "engine wants to push the car forward" is pretty vague.
Is this car auto transmission or 5 speed manual?
Has the engine been modified?
If so what are the modifications?

I wouldn't suspect TPS here. Have you run the engine codes yet? 1994 is still OBD1 which doesn't display the CEL when all codes are present. Some can be logged and never trip the light
