Sounds to me like youre having a high idle issue most likely from deleting emissions related stuff or putting a bigger MAF or throttlebody..
If the vehicle all of a sudden wont idle right and idle high you could have vacuum line issues a ruptured egr diaphragn or even an ECU that needs rebuilding from age related issues.
If you delete your ISC by unpluggingbit the ECU will still try to factor it into the tune.....'With a QH tuning chip and a BE program you have total control to delete what ou like and have no real issues
If you indeed did upgrade the maf or throttlebody you disturbed the calibtarion tune values and the ECU doesnt automatica;lly correct for the changes

What is the issue that's making you want to delete the IAC? The IAC is an extremely simple part. More than likely you aren't having issues with the IAC itself. My IAC was manufactured in 1989. It may need cleaned up a bit is all. If it doesn't close all the way because of debris it will cause an issue, but a can of carb cleaner would probably get you a long way.

You're gonna have to give up more info.
That said, taking the iac valve out will make your real issue likely worse and make it harder to diagnose the real issue.
