    No more than $4500 with those wheels and the bumper like that... sorry but those 'mods' devalue the car from stock... I'd pay $5k with some decent Pony or 4 lug Cobra wheels, a new GT bumper and the proper GT tails... with an underhood detail and a Cobra bumper to properly match those tailpipes...

    The centering issue sounds like a rack/tie rod issue. Might as well just replace everything as it's cheaper to buy it all together. I had this issue with my car. The wheels moving when you grab them sounds like loose wheel bearings... dealt with this on my car too. They can get pretty loose...

    Tokico HP's, Ford Racing springs and of course the MM c/c plates would be a good inexpensive setup. Or the Bullitt kit, which is very similar, but might not lower quite as much as the B or C springs. Do NOT lower the car without c/c plates and a proper alignment if you want to drive it at all...

    I seem to have some sort of reinforcing plate across the floorpan at the rear bolts... is this the same thing that comes on the SSP cars? It's definitely a factory installed piece, but I never heard of them coming on civillan models...

    Dunno about the Fuzion's, but I like my Falken 512's as far as cheap tires go. They're good daily driver tires... ride pretty nice, decent wear so far, and handle ok.
