Rear right 02 sensor bad according to code. Does this have to be replaced now? I know its not hard or really that expensive (about $60). But, can this bad sensor cause the car to run odd, such as sometimes being intermittently sluggish at a constant cruising speed, as if I was pressing on the brake a little?... just wondering...

Changing the sensor isn't pressing but it will affect how the car runs. Also can have an effect on gas mileage. Go ahead and spend the 40 or so bucks on a new one. You may be able to find one online for a good price. Just do a search engine query for O2 sensors

i just finished my exhaust and i have no cats now and i didn't buy any o2 simulators for the back sensors. well my ses light family came on but the main affect i've noticed is that it idles a bit rougher than usual sometimes and when i stop (usually when parking) it'll jump from like 700 to 1100.
