I believe the 03-04 need extensions, but not the 99-02.
If it's as tight as you say, you can clip off the plastic mount that Ford put the wiring on...on the crossmember...then you'll gain some slack and afterward you can simply zip tie up any loose wiring. This is exactly what I did.
